What is the role of an internal IT audit group in an organization? Why is having such a group important for an organization and why should it report outside the normal IT reporting channels?

An information technology audit group is extremely important for an organization if employed correctly. The nearest analog I can think of is like the internal affairs department of law enforcement agencies. With this type of group, all aspects of the IT portion of an organization can be scrutinized for error, excess, or malfeasence. This type of group must always report outside the normal channels because of their unique position.
